Guatemala, November 9, 1921. IN conformity with the instructions in your Lordship's circular despatch of the 9th August last, I have the honour to give hereunder information concerning legisla- tion affecting Japanese, Chinese and other coloured races in Guatemala, San Salvador and Nicaragua. Similar information will in due course be supplied for Honduras.

Guatemala.

No discrimination appears to exist against Japanese, Chinese and other coloured races in respect of land-owning rights.

A regulation of the 25th October, 1920, establishes compulsory registration at the Ministry for Foreign Affairs for Chinese, and makes the organisation of any form of Chinese immigration a penal offence.

Negroes entering into Guatemala have to deposit a sum of 200 dollars (United States currency) on landing. This is nominally a guarantee against destitution, and is recoverable when the depositor leaves the country. The intentiou, however, is to discourage the employment of West Indian labourers in Guatemala.

Salvador.

Japanese, Chinese and other coloured races appear to have the same rights as other foreigners and the same freedom to enter or leave the country.

Nicaragua.

A decree of the 3rd July, 1895, prohibits the entry of Chinese immigrants by the Atlantic coast of Nicaragua.

P.S. Since writing the above I have received from Honduras a reply to my enquiry on the subject. No special legislation of the nature indicated appears to exist.
